Very much so. Most visitors arrive with no personal connection to zainichi Korean history, and that is not a problem in any way. The history of Utoro is part of Japanese history — and a chapter that many people in Japan have never encountered.
Wherever you come from, the exhibition is a place to encounter something real. You don’t need a connection before you arrive.
