Yes. board the Kintetsu Kyoto Line local service from Kintetsu Kyoto Station and ride straight through to Iseda Station, about 30 minutes with no transfers. Kintetsu and JR share the same station building, so arriving from the Shinkansen is straightforward. Iseda Station is a 600 m walk (about 8 minutes) from the museum.
